The advent of the criminalization of drugs in the United States is paralleledin recent history by an intense debate over the federalization of America's drugproblem. In 1995, the Justice Department and the ONDCP were faced with theissue of whether marijuana and cocaine should be reclassified asinsignificant, addledifficulty. This study was designed to address the pracitical and policyimplications of various drug market participation patterns. In 1995, theOffice of National Drug Control Policy (ONDCP) and the National Institute ofJustice (NIJ) collaborated on a project called the Procurement Study. Thisstudy was executed as an addendum to NIJ's Drug Use Forecasting (DUF)program (DRUG USE FORECASTING IN 24 CITIES IN THE UNITED STATES, 1987-1997 [ICPSR 9477]) with the goal ofextending previous research in which heroin users were interviewed onvarious aspects of drug market activity. The present study soughtto explore additional features of drug market participation and use,both within and across drug types and cities, and included two additionaldrugs -- powder cocaine and crack cocaine. Data were collected fromrecently arrested users of powder cocaine, crack cocaine, and heroinin six DUF cities (Chicago, New York, Portland, San Diego, SanAntonio, and Washington, DC). Each of the three files in thiscollection, Crack Data (Part 1), Heroin Data (Part 2), and PowderCocaine Data (Part 3), is comprised of data from a procurementinterview, urine test variables, and a DUF interview. During theprocurement interview, information was collected on purchase and usepatterns for specific drugs.
